Locating requires pressure testing individual lines, electronic pipe locating and often trace gas. That is a different equipment set and a different skill than pool service, which is why the two are usually separate trades.
That is what trace gas is for. Gas escapes at the break and rises through concrete to a surface probe, where sound would be absorbed before it reached the surface.
