There are good companies that only do leak detection, and there are good companies that do both detection and repair. The better question is whether the company is honest about the difference between finding the leak and repairing the leak.
A detect-only company can be helpful because there is less concern that they are trying to sell a repair. But if they do not repair anything, the customer still has to find someone else to do the work. A company that does both can be helpful because the same company that found the leak may understand the repair path. The risk is if the company starts pushing repairs before the leak has been properly confirmed.

The customer should look for honesty. A good company will tell you what was found, what was confirmed, what needs repair, and whether that repair is something they should do or something another professional should handle.
