In most cases, yes. A properly conducted leak evaluation can narrow or confirm where the pool is losing water.
The tools and process matter. Leak and Subsurface Locators uses underwater inspection, dye testing, pressure testing, acoustic listening equipment, and trace gas when the situation calls for it. These methods work together to build a picture of where the water is going and which area is most likely responsible.
Some leaks cannot be fully pinpointed. Pebble finish, mosaic tile, older pools, previously repaired pools, and suspected shell leaks can hide leak paths that are not visible during a standard underwater inspection. In those cases, the honest finding is documented clearly -- including what was tested, what was observed, and what the limitations were.
Not being able to pinpoint a leak to one specific spot does not mean the inspection failed. Sometimes the correct finding is that the pool shell or finish is leaking and may require waterproofing. That is a useful answer too.
